Apply the salve and bandage the wound and wait a couple of days. You might have to fashion a neck cone to keep the dog from licking or biting the bandaged foot. Ignorance can be fixed. Examine with a very bright light. You could try pressing a very sticky adhesive tape to the dog pads if it's on the surface but hard to see.
